Built From the Ground Up in February 2020
Penn Tactical Solutions was founded in February 2020, just as the world was about to change. What began as a focused mission to bring realistic, affordable training to public safety professionals quickly became something more - because we saw gaps in the industry that no one else was filling.
What We Saw
Most training organizations we encountered were built around one or more of the following problems:
- Equipment bias. Too many training companies were attached to specific manufacturers - recommending what they sold rather than what worked best for the mission. We built PTS to be brand neutral from day one.
- Tactics over medicine. Many tactical medical trainers made the medicine secondary to tactics. The problem is that tactics are agency-specific - what works for one department may not work for another. Medicine is universal. At PTS, we teach the medicine first.
- Instructors out of the field. Impressive resumes do not always mean current knowledge. EMS protocols evolve. TCCC guidelines update. TECC standards change. If your instructor is not actively working in the field, they may be teaching yesterday's medicine. Our cadre stays current.
• An exclusionary culture. Tactical medicine training has historically felt inaccessible - even unwelcoming - to civilians, lay persons, and non-law enforcement audiences. We built an environment where anyone can learn, regardless of background or experience level.
• Train as you fight - but only for the military. The military concept of training under realistic stress with the actual equipment you will deploy had never been made broadly accessible. We brought that methodology to EMS, law enforcement, schools, corporate teams, and community organizations.
• No path from training to equipment. Students would complete a course and then struggle to source the same gear they trained with. PTS closes that loop - we provide brand neutral equipment sales so students can buy exactly what they trained on.
When COVID-19 struck weeks after our founding, we did not pause. As traditional systems broke down, we pivoted quickly - helping agencies source critical PPE and transitioning to online delivery to keep teams mission-ready through unprecedented uncertainty.
As we grew, we listened. What we consistently heard was that agencies were being forced into generic, off-the-shelf kits that did not align with their actual mission needs. So we made a commitment: purpose-driven solutions that eliminate waste and enhance effectiveness. No more paying for items you do not need. Just equipment built for your role, your environment, and your mission.
Today, Penn Tactical Solutions is more than a gear provider. We are trusted partners in readiness. This is our story - and we are just getting started.

Every course PTS delivers is taught by instructors who have worked the field - not just the classroom. Our cadre brings combined decades of active operational experience across emergency medicine, fire service, law enforcement, and military medicine. We believe the best instruction comes from people who have lived the scenarios they teach.
Our instructors hold credentials across a range of disciplines and deliver courses at every level - from community bleeding control to advanced tactical trauma care for military and law enforcement teams. Because protocols evolve, our team stays active in the field to ensure every course reflects current best practice.

At the center of the crest is the Liberty Bell. It represents the belief that all people are created equal and deserve the same fundamental rights, including the ability to preserve life. Preparedness and training should not be limited to professionals. It also pays tribute to Philadelphia, the city where Penn Tactical Solutions was founded.

The lightning bolt represents speed, energy, and decisive action. In an emergency, hesitation costs time and time costs lives. Preparedness is not just about knowledge. It is about the ability to recognize a problem and act quickly and effectively under pressure.
The Crossed Swords
Preparedness and Vigilance
The upright crossed swords are drawn from military heraldry and symbolize readiness, discipline, and vigilance. They represent the commitment to train, prepare, and remain aware of the environment around you before an emergency ever occurs.
The Roman Numerals
A Reminder Beyond the Physical
The Roman numerals (DL XCIV-XX) honor SGT Daulton Leonard, one of our original instructors who lost his battle with depression and PTSD. They serve as a constant reminder that not all wounds are visible, and that preparedness includes looking out for one another beyond physical emergencies.
Preparedness is a responsibility. It requires awareness, action, and a commitment to protect life - for ourselves, our families, and our communities. Sometimes the difference comes down to what you notice, and what you do, in the moments that matter most.
