Our Story
Penn Tactical Solutions was founded in February 2020, just as the world was about to change. What began as a focused mission to bring realistic, affordable training to public safety professionals quickly became something more. We saw a gap in the industry: too many agencies lacked access to practical, real-world training that could truly prepare them for the unpredictable nature of emergencies. We believed then, as we do now, that every responder and every community deserves training that reflects the realities they face.

When the COVID-19 pandemic struck, we did not hesitate. As traditional systems broke down, we pivoted quickly helping customers source critical PPE and transitioning to online training to keep agencies mission ready in uncertain times.

As we continued to grow, we listened to our clients, and what we heard was clear: too many were forced into buying generic, off-the-shelf kits that did not align with their mission needs. So, we made a promise to build custom kits that eliminate waste and enhance effectiveness. No more paying for items you do not need. Just purpose driven solutions that fit your role, your job, and your environment.

Today, Penn Tactical Solutions is more than a gear provider. We are trusted partners in readiness. Our training programs are led by seasoned instructors with real world experience in EMS, fire service, law enforcement, and the military. Every course is designed to be practical, realistic, and immediately applicable.

As a COSTARS approved vendor, we proudly support over 9,000 Pennsylvania agencies with streamlined procurement and pre-negotiated pricing. We also extend our services to corporate safety teams, healthcare facilities, event planners, and civilian organizations, making preparedness accessible across sectors.

And because we believe safety should not be a luxury, we actively bring lifesaving programs like Stop the Bleed to underserved communities, ensuring that cost is never a barrier to critical education.

It also pays tribute to Philadelphia, the city where we were founded and where our mission began. Just as the bell once called people to action, we use it to represent our call to prepare, protect, and serve.

The Roman Numerals
These numerals honor Daulton Leonard, one of our instructors who lost his battle with depression. They serve as a powerful reminder that not all wounds are visible, and that mental health is essential to readiness. Daulton’s legacy is woven into our mission, and we carry his memory forward in every course we teach and every person we train. This tribute also stands for all those who have struggled with invisible battles.
